This service is a free service provided by Nelson City Council.

Nelson City Council reserves the right to terminate any user’s access to the Nelson City Council Wi-Fi Service if staff consider that the user is using the service in an unacceptable way.

Unacceptable use includes viewing that which is deemed by the Nelson City Council to be illegal, offensive or objectionable material, or acting in any way that might endanger the security of any network or Internet site, or acting in any way contrary to the Terms of Use.

Introduction to Using Potable Water at Nelson Marina Berths

Welcome to Nelson Marina! We're pleased to offer convenient access to clean, potable water at all our berths. This guide will help you make the most of the water facilities during your stay.

Nelson Marina provides potable water to all of our customers as part of your berth licence fee. Although this is an unmetered service, we do request that you assist us in conserving water.

Accessing Potable Water

  • Location of Taps: Each berth is equipped with a water tap, typically located near the power pedestal.

  • Connecting Your Hose: Please use a food-grade hose to maintain water quality. Ensure it's securely attached to prevent leaks.

  • Turning on the Water: Simply turn the tap handle clockwise to start the flow and counter-clockwise to stop it.

Usage Guidelines

  • Water Conservation: We encourage all guests to use water responsibly to support environmental sustainability.

  • Hose Maintenance: Disconnect your hose when not in use to prevent damage and reduce trip hazards on the dock.

  • Leak Prevention: Report any leaks or issues to the marina office immediately for prompt assistance.

Health and Safety

  • Regular Testing: Our water supply is regularly tested to meet health and safety standards.

  • Hygiene Practices: Always wash your hands after handling hoses and taps to maintain personal hygiene.

Environmental Considerations

  • Prevent Contamination: Avoid introducing any substances into the water supply. Do not use hoses to rinse off harmful chemicals or pollutants.

  • Spill Response: In case of any spills, notify marina staff right away to initiate proper cleanup procedures.

Instructions and Policy for Electricity Connection

All walk on berths have access to electricity through standard shore power connections, with the majority of berths having a 16AMP 3 PIN connection. Should you require another type of connections (Eg 32AMP or multiphase) please get in touch with us.

Electrical Compliance

Before plugging in, it is important that have supplied the Marina Office with the relevant electrical compliance information.

Any vessel that is connecting to shore power, or any connection that is to be left unattended must have a current EWoF (Electrical Warrant of Fitness) & any lead that is connected to shore power must be tag and tested

Temporary Connections

If you only require power for a short time (eg to use a power tool. or a vacuum cleaner) then we can temporality activate your socket (provided the lead has been tagged and tested)

Any temporary connection must be attended by an adult at all times, you must unplug if you are stepping away form the vessel or going to sleep.

Using the right Socket

Please ensure that you only use your correctly allocated socket and not somebody else’s

  • Each socket is labeled with its allocated berth..

  • You will also see each socket labeled A, B. C or D, this relates to the RCD and meter.
    In this example, Socket “B” is allocated to berth F33

Checking your RCD

Pressing the blue button the side releases the panel where you can check the RCD and meter

  • Green - RCD has been activated (no power)

  • Red - RCD is not active (power should flow, provided socket has been switched on by the marina office)

Cost / Charges

Electricity is charged on a user pays bases. The current rate is 30c per KWh.

Meter readings are taken and entered on the 1st of every month, should a license be transferred or terminated a final reading will be taken on the termination date once departure has been confirmed.

For long term license holders this is invoiced monthly in arrears and will appear on the same invoice as your berth fees.

Eg: Meter reading will be taken 1st October, and again 1st November to show the consumption for October. The consumption and applicable charge will then appear on the next invoice for berth fees (generated around 20th of November)

1. Introduction

Nelson Marina ("we," "us," or "our") is dedicated to providing safe, reliable, and lawful electricity services to all berth holders and marina users ("you" or "customers"). This policy outlines the terms and conditions governing the distribution and use of electricity within Nelson Marina, ensuring compliance with New Zealand laws and regulations.

 

2. Purpose

The purpose of this policy is to:

  1. Define the roles and responsibilities of Nelson Marina and its customers regarding electricity supply.

  2. Ensure compliance with the Electricity Industry Act 2010, the Electricity Industry Participation Code 2010, the Electricity (Safety) Regulations 2010, and other relevant legislation.

  3. Promote safety, transparency, and fairness in the provision and use of electricity within the marina.

 

3. Scope

This policy applies to all customers who use electricity supplied by Nelson Marina within the marina premises, including berth holders, tenants, and visitors.

 

4. Legal Compliance

Customer Network Operator: We operate as an customer network operator under the Electricity Industry Act 2010 and the Electricity Industry Participation Code 2010. This allows us to purchase electricity at a bulk rate and on-sell it within the marina without being classified as an electricity retailer.

In the context of New Zealand's electricity system, a "Customer Network" is a type of arrangement where a group of electricity users is connected to the main electricity grid through a single connection point, called an Installation Control Point (ICP). Essentially, the entire network of users within this arrangement is treated as a single customer by the broader electricity provider. The owner or operator of the Customer Network, such as a marina, is responsible for managing electricity distribution and billing for all users within the network. This means individual customers, such as those living aboard their boats or renting marina berths, do not deal directly with electricity retailers but instead receive their electricity and bills through the marina's network operator.

For marina customers, this arrangement simplifies access to electricity as it is provided directly by the marina without requiring individual accounts with electricity retailers. However, it also means that choices around electricity providers or plans are managed at the network level by the marina rather than by individual users. This type of system is common in settings like marinas, apartment complexes, or industrial sites where it’s practical to have a single connection point to the grid and distribute electricity internally. By consolidating electricity supply and billing, the marina can offer a streamlined service while managing costs and infrastructure efficiently.

5. Electricity Supply

Provision of Electricity: We provide electricity to berths through our embedded network for the convenience of our customers.

Connection: Customers wishing to use the marina's electricity supply must use approved connections and comply with this policy.

Supply Continuity: While we strive to provide continuous electricity supply, we may interrupt service for maintenance, safety, or other operational reasons. We will provide advance notice where practicable.

 

6. Metering and Billing

Meter Installation: Each berth is equipped with a compliant electricity meter certified under the Electricity Industry Participation Code 2010 to accurately measure individual consumption.

Meter Access: Customers must ensure that meters remain accessible for reading, inspection, and maintenance by authorised personnel.

Billing:

  • Usage Charges: Customers will be billed based on actual electricity consumption as recorded by their assigned meter.

  • Rate Structure: Charges will reflect the cost of electricity supplied, including reasonable costs associated with infrastructure, maintenance, and administration.

  • Billing Period: Bills will be issued monthly, with payment due within 7 days from the invoice date.

  • Invoice Details: Invoices will provide a clear breakdown of usage and charges. 

Payment Terms:

  • Methods of Payment: Payments can be made via bank transfer to through the Marina office.

  • Late Payments: Late payments may incur interest or penalties as outlined in our licence agreement.

  • Disputed Charges: Customers should notify us promptly of any billing discrepancies.

 

7. Customer Obligations

Electrical Warrant of Fitness (EWoF):

  • Requirement: Vessels connecting to the marina's electricity supply must hold a current EWoF in accordance with the Electricity (Safety) Regulations 2010.

  • Exemptions: If your vessel does not utilise a fixed 230/240V AC electrical system and an EWoF is not applicable, please notify us with relevant details for our records.

  • Evidence: Customers must provide proof of a current EWoF upon request.

 Electrical Equipment:

  • Compliance: All electrical equipment and appliances used must comply with New Zealand safety standards.

  • Maintenance: Customers are responsible for the safe condition of their electrical installations and equipment.

  • Tested and Tagged Leads: Shore power leads and portable electrical equipment must be tested and tagged in compliance with the AS/NZS 3760 standard.

Use of Electricity:

  • Responsible Use: Electricity must be used responsibly and not for unlawful purposes.

  • Prohibited Activities: Customers must not interfere with or alter the marina's electrical infrastructure, including meters and wiring.

  • Unauthorised Connections: Connecting unauthorised equipment or allowing others to use your allocated power supply without consent is prohibited.

Safety Obligations:

  • Immediate Hazards: Any electrical faults or safety hazards must be reported to marina management immediately.

  • Disconnection: We reserve the right to disconnect power supply without notice if a safety risk is identified.

 

8. Marina's Rights and Responsibilities

Access to Berths: Authorised personnel may access berths to read meters, inspect equipment, and perform maintenance, provided reasonable notice is given where practicable.

Maintenance of Infrastructure:

  • Upkeep: We are responsible for maintaining the marina's electrical infrastructure in safe working order.

  • Upgrades: We may upgrade or modify the electrical system to comply with regulatory changes or improve services.

Interruption of Supply:

  • Planned Interruptions: We will provide at least 3 days' notice for planned maintenance requiring power outages.

  • Emergency Interruptions: In emergencies, power may be interrupted without prior notice to ensure safety.

 

9. Liability and Indemnity

Marina's Liability:

  • Limitations: We are not liable for any loss or damage arising from interruptions, fluctuations, or cessation of electricity supply, except where caused by our negligence.

  • Exclusions: We are not responsible for damage to vessels or equipment resulting from the customer's electrical installations.

 

Customer's Liability:

  • Damage to Infrastructure: Customers may be held liable for damage caused to the marina's electrical infrastructure due to negligence or misuse.

  • Indemnity: Customers agree to indemnify Nelson Marina Management Ltd against claims arising from their breach of this policy.

 

10. Dispute Resolution

Internal Resolution:

  • Contact Us: Customers should first contact marina management to resolve any issues or disputes regarding electricity supply or charges.

  • Response Time: We will acknowledge and address concerns promptly.

External Resolution:

  • Utilities Disputes Ltd: If a dispute cannot be resolved internally, customers may refer the matter to Utilities Disputes Ltd, an independent dispute resolution service.

 

11. Termination of Electricity Supply

By Customer:

  • Notice: Customers may discontinue use of the marina's electricity supply at any time without notice.

  • Final Billing: A final meter reading will be taken to calculate any outstanding charges.

By Marina Management:

  • Non-Compliance: We may suspend or terminate electricity supply if the customer fails to comply with this policy or other marina regulations.

  • Non-Payment: Failure to pay electricity charges may result in disconnection after due notice.

  • Safety Reasons: Immediate disconnection may occur if a serious safety risk is identified.

 

12. Privacy and Data Protection

Metering Data:

  • Use of Data: Metering data will be used solely for billing and operational purposes.

  • Confidentiality: We will protect personal information in accordance with the Privacy Act 2020.

 

13. Amendments to Policy
